Draft Regional Plan of Conservation and Development

Public information sessions will be held in February at locations in Windham, Waterford, Groton and Norwich to present the Draft Regional Plan of Conservation and Development (RPOCD). A public hearing is also scheduled in April in anticipation of adoption of the Plan by SCCOG in April or May.

State statute requires that a regional plan be adopted at least every ten years “designed to promote with the greatest efficiency and economy the coordinated development of its area of operation and the general welfare and prosperity of its people." SCCOG's Draft Regional Plan assesses the region's needs and proposes regional goals and strategies for implementation by the Council of Governments, its member municipalities, and regional partners. The Plan recommends strategies related to housing, the economy and fiscal health, transportation, utilities, open space and natural resources, historic preservation, resilience, and local capacity and public participation.
