SCCOG Seeks Public Consultation for Hazard Mitigation and Climate Adaptation Plan:

SCCOG has kicked off the region’s upcoming natural hazard mitigation plan update. SCCOG produces a natural hazard mitigation plan every five years on behalf of its member municipalities and affiliate-member tribal nations. Importantly, maintaining the natural hazard mitigation plan enables municipalities and tribal nations for hazard mitigation grants from the Federal Emergency Management Agency. In 2022, SCCOG is able to leverage important work being done by the Connecticut Institute for Resilience and Climate Adaptation (CIRCA), and will produce a “Hazard Mitigation and Climate Adaptation Plan”, which will be more forward-looking in nature. The plan will also help align the region with new State funding programs that are expected in the latter half of 2022. Public Meetings Two public information meetings were held in early August, with the purpose of engaging are residents to identify hazard and climate vulnerabilities. One or more additional meetings will be held in the fall or winter of 2022, in order to engage the public in development of plan goals and mitigation strategies. Survey and Story Map An online, internet-based experience called a “story map” can be accessed at https://tinyurl.com/yv7zck7h. The story map provides a helpful background on hazard and climate vulnerabilities, and offers an overview of the process for developing the plan. An optional survey is embedded in the story map. SCCOG Initiates Two Corridor Studies:

The Southeastern Connecticut Council of Governments has received funding from the Connecticut Department of Transportation (CT DOT) to perform two Transportation Corridor Studies, one of Route 32 in New London and the other of Route 161 in East Lyme. The SCCOG has retained engineering firm, Fuss & O’Neill as lead consultant on the Route 32 study; the BETA Group was selected to conduct the Route 161 study. The two studies will analyze multi-modal transportation accommodation through the respective corridors, and will explore ways to reduce traffic congestion and to improve safety. Both studies will include a robust public engagement process, including the formation of a study advisory committee for each study, several outreach methods and opportunities, and the creation of project websites. Regional Planner (Planner I or Planner II)

The Southeastern Connecticut Council of Governments seeks a highly motivated and creative Regional Planner to join its team of passionate and dedicated planning professionals. The candidate who fills this position will work in all facets of planning at both the local and regional level and will gain valuable experience working in a collaborative and supportive environment.

The Regional Planner participates in comprehensive planning activities and functions, assists with the administration of SCCOG’s transportation planning program, and provides assistance to member municipalities. May attend night meetings. SCCOG staff have the opportunity to gain experience in multiple subject areas including land use regulation, economic development, natural resource conservation, transportation, housing, human services, sustainability and resilience, and emergency management.

This is a full-time, 35 hour per week position. 2022 Local Transportation Capital Improvement Program (LOTCIP) Solicitation:
The Southeastern Connecticut Council of Governments is pleased to announce the 2022 solicitation for projects under the Local Transportation Capital Improvement Program (LOTCIP). LOTCIP funds municipal transportation projects in the census-designated urbanized area, affecting arterial and collector roadways. Projects must have a minimum construction cost of $300,000 to be eligible. Pre-application submissions are due to SCCOG by 4:00pm on May 20th. Municipalities are invited to join a virtual information session on April 17th, at 10:00am. The information session will cover the application process and allow for question and answer. Request for Qualifications and Proposals – Southeastern Connecticut Stormwater Authority Pilot Project

The Southeastern Connecticut Council of Governments is seeking qualifications and proposals from firms capable of assisting the Council of Governments and four (4) member municipalities, in studying the feasibility of establishing municipal stormwater authorities. Interested firms must demonstrate knowledge and expertise in engineering, planning, environmental science, municipal management, or other relevant topic areas. This project will be funded by a Municipal Resilience Grant from the Connecticut Institute for Resilience and Climate Adaptation (CIRCA).

Public Comment Period and Public Hearing – Air Quality Conformity Determination:

A public comment period for the adoption of “Ozone and PM2.5 Air Quality Conformity Determination of the 2019-2045 Metropolitan Transportation Plans and the 2021-2024 Transportation Improvement Programs, As Amended” begins March 2, 2022 and ends April 20, 2022.

A public hearing will be held at the regular SCCOG Board Meeting scheduled Wednesday, April 20, 2022 via Zoom videoconference/teleconference. A meeting agenda and participation instructions will be posted here to the Meetings page approximately one week prior to the meeting. Written comments and questions may also be submitted to office@seccog.org and DOT.AQUnit@ct.gov.

“Conformity” is a requirement of the Federal Clean Air Act Amendments (CAAA) Section 176(c) (42 U.S.C.7506(c)) and Environmental Protection Agency (EPA) conformity regulations (40 CFR 93 Subpart A). These regulations require that each new Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP) be demonstrated to conform to the State Implementation Plan (SIP) before an MTP and TIP is approved by the Metropolitan Planning Organization (MPO) or accepted by the United States Department of Transportation (US DOT); the Southeastern Connecticut Council of Governments is a MPO. This process ensures that transportation projects in the MTP and TIP are consistent with air quality goals and that progress is made toward achieving and maintaining Federal air quality standards. A conformity determination is undertaken to estimate emissions from a transportation system and demonstrate that those emissions are within the limits outlined in State air quality implementation plans.

Employment Opportunity – Zoning Enforcement Officer:

The Southeastern Connecticut Council of Governments is seeking a regional Zoning Enforcement Officer (ZEO) to serve in several municipalities. Duties include: receiving and investigating zoning violation complaints; issuing notices of violation; issuing cease and desist orders as necessary; issuing Certificates of Zoning Compliance; advising municipal Zoning Boards of Appeal (ZBA).

While this is intended to be a full-time position in the future as additional SCCOG member municipalities request this service, initially it will be a part-time contracted service with the successful applicant assigned to work in two municipalities. Applicants may express interest in both the initial part-time position and the future full-time position. The successful applicant for the immediately needed part-time position will be given priority for the future full-time position if/when the demand for this service by more towns presents itself.

Successful applicants will have experience in Zoning and/or Planning; Certification as a Certified Zoning Enforcement Officer preferred (will work with the successful applicant to achieve this certification).
