SCCOG’s Draft 2025-2028 Transportation Improvement Plan (TIP) is available for public comment through April 19, 2024. Public Comment is requested on the Draft 2025-2028 TIP, 2025-2028 State Transportation Improvement Plan (STIP), and the February 2024 Air Quality Conformity Determination. SCCOG held a virtual public information session/hearing on April 2.

CTDOT Public Comment Period (Draft 2025-2028 STIP)
In accordance with the provisions of the Infrastructure Investment and Jobs Act (IIJA), 23 U.S.C. §135, the Connecticut Department of Transportation (CTDOT) has developed a draft 2025-2028 Statewide Transportation Improvement Program (STIP) covering all areas of Connecticut. The STIP lists all federally funded transportation improvements, by funding category and region, which are scheduled to occur over the next four years.

The CTDOT will hold a public comment period for the draft STIP and accompanying draft Air Quality Conformity Determination from May 1st to May 31st, 2024, A public information meeting will be held May 15th, 2024 at 1:30 pm and 7:00 pm. Instructions for providing public comments, meeting information, and draft documents are located here on the CTDOT website.

How do the TIP and STIP affect me?

The TIP and STIP document the projects proposed for implementation over a four-year period. Projects include maintenance and improvements to roads and bridges and public transportation systems as well as sidewalks, multi-use paths, and ferries.

What is Air Quality Conformity?

“Conformity” is a requirement of the Federal Clean Air Act Amendments Section 176(c) (42 U.S.C.7506(c)) and Environmental Protection Agency (EPA) conformity regulations (40 CFR 93 Subpart A). These regulations require that each new Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP) be demonstrated to conform to the State Implementation Plan (SIP) before an MTP and TIP is approved by the Metropolitan Planning Organization (MPO) or accepted by the United States Department of Transportation (US DOT); the Southeastern Connecticut Council of Governments is an MPO. This process ensures that transportation projects in the MTP and TIP are consistent with air quality goals and that progress is made toward achieving and maintaining Federal air quality standards. A conformity determination is undertaken to estimate emissions from a transportation system and demonstrate that those emissions are within the limits outlined in State air quality implementation plans.

SCCOG Adopts 2021-2024 Transportation Improvement Program (TIP):

The Southeastern Connecticut Council of Governments has recently adopted its 2021-2024 Transportation Improvement Program (TIP). The TIP is an accounting of all transportation projects funded by State and Federal funds, by funding category, scheduled to occur in the next four years.

The TIP represent the direction of transportation capital improvements over a four-year period, in southeastern Connecticut. Transportation infrastructure is vital to our modern world and includes roads and bridges, public transportation like buses and trains, as well as sidewalks, multi-use paths, and ferries.

In accordance with the provisions of the Fixing America’s Surface Transportation (FAST) Act, 23 U.S.C. §135, the Connecticut Department of Transportation (CTDOT) has developed a draft 2021-2024 Statewide Transportation Improvement Program (STIP) covering all areas of Connecticut. The STIP lists all federally funded transportation improvements, by funding category and region, which are scheduled to occur over the next four years.

The CTDOT will hold a public comment period for the draft STIP and accompanying draft “Ozone and PM2.5 Air Quality Conformity Determination” beginning August 24, through October 9, 2020. Instructions for providing public comments are located here on the CTDOT website. Draft documents related to the STIP can be found on CTDOT website, as well as the SCCOG TIP page.

Draft 2021-2024 TIP
Regionally, SCCOG prepares and maintains a Transportation Improvement Program (TIP) document, which lists all proposed transportation improvements in the Metropolitan Planning Area (MPA), funded by federal and state funds, during the same four-year time period.

SCCOG will hold a public comment period beginning September 1, through October 1, 2020. SCCOG held two meetings with opportunity for public comment on the TIP. Recordings and minutes from these meetings are located on the TIP Page and Meetings Page. The public will have two opportunities to comment on SCCOG’s draft TIP at virtual meetings held the morning and evening of September 16. Participation instructions and agendas for both these meetings will be posted to both the TIP page and the Meetings page within at least one week of September 16. Members of the public may also provide written and verbal comments in the following formats:

As a reminder, submissions are due on Thursday, March 28th, 2024 by 5:00 P.M.

The Southeastern Connecticut Council of Governments (SCCOG) is accepting statements of qualifications and scopes of services with associated fee proposal from engineering/environmental consulting firms and teams to complete environmental assessments of four properties and structures located within the Southeastern CT region.  

The Department of Economic and Community Development (DECD) awarded SCCOG multiple separate Brownfield Assessment Grants to complete assessment work for each location. This RFQ/P is a combined request for one qualified/licensed environmental firm experienced in brownfield site assessment to perform requested services at all four of the enumerated brownfield sites. The Southeastern Connecticut Council of Governments (SCCOG) will host two (2) public hearings to receive public comment on SCCOG’s Draft Metropolitan Transportation Plan (MTP), the region’s long-range plan, which establishes transportation priorities from 2023 – 2050.  The plan includes the Air Quality Conformity Determination authored by the CT Department of Transportation. The Draft Metropolitan Transportation Plan 2023-2050 (2023 MTP) and Ozone/PM2.5 Air Quality Conformity Determination are available for review at www.seccog.org.

Regional Planner (Planner I or Planner II)

The Southeastern Connecticut Council of Governments seeks a highly motivated and creative Regional Planner to join its team of passionate and dedicated planning professionals. The candidate who fills this position will work in all facets of planning at both the local and regional level and will gain valuable experience working in a collaborative and supportive environment.

The Regional Planner participates in comprehensive planning activities and functions, assists with the administration of SCCOG’s transportation planning program, and provides assistance to member municipalities. May attend night meetings. SCCOG staff have the opportunity to gain experience in multiple subject areas including land use regulation, economic development, natural resource conservation, transportation, housing, human services, sustainability and resilience, and emergency management.

This is a full-time, 35 hour per week position.
