The Southeastern Connecticut Council of Governments is seeking qualifications and proposals from firms to prepare a City of Groton Parking Management Plan. The project is being carried out as a Joint Land Use Study (JLUS) Implementation Project with funding from the U.S. Department of Defense Office of Economic Adjustment (OEA).

2020 Norwich – New London Transportation Management Area (TMA) Certification Review Public Outreach Meeting:

The Southeastern Connecticut Council of Governments will hold a virtual public meeting concerning SCCOG’s transportation planning process. Participants will have the opportunity to speak directly to officials from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). This public meeting is part of a review that will assess compliance with Federal regulations pertaining to the transportation planning process conducted by the Southeastern Connecticut Council of Governments.

Public comments are a vital element of the Transportation Management Area Certification Review, as they allow citizens (you) to provide direct input into the transportation planning process for our region. Join us virtually on Zoom, see the agenda for meeting details.

5310 Grant Application Solicitation:

The Connecticut Department of Transportation has announced solicitation of Section 5310 grant applications. The 5310 Program utilizes Federal funding for capital and operating expenses for programs that improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding transportation mobility options. This cycle of grants uses funds from Federal Fiscal Year (FFY) 2019. Applications are due by 4pm on Friday, June 26, 2020.

SCCOG staff is available to provide application guideance; please contact Kate Rattan at krattan@seccog.org. Completed applications must be sent to CT DOT and SCCOG via Ms. Rattan, per application instructions, by the application deadline.

Application Materials

Local Transportation Capital Improvement Program (LOTCIP) Application Solicitation:

UPDATED May 18th

SCCOG is now soliciting transportation projects proposals for funding by the Local Transportation Capital Improvement Program (LOTCIP), through the Connecticut Department of Transportation (CT DOT). The SCCOG region has  approximately $8 Million available in funding for this round of LOTCIP projects, and it is anticipated that the program will continue to be funded in future years, with an annual allocation of $5 Million to southeastern Connecticut.

Eligible transportation projects include reconstruction and rehabilitation of roads functionally classified as Urban Collector or higher, bridges meeting the Federal definition in 23 CFR 650.305, and stand-alone sidewalk projects. Projects must have an estimated cost of $300,000 or more. LOTCIP requires municipalities to fund 100% of design costs; the State funds 100% of construction costs.

SCCOG member municipalities are invited to provide one or more LOTCIP pre-applications.

On May 5th, 2020, the SCCOG Executive Committee voted to re-open the previously suspended LOTCIP 2020 grant application process. The new deadline for submission of pre-applications is Friday, June 5th, 4:00 p.m.  Municipalities that have already submitted an application do not need to resubmit. Applications may be emailed to Kate Rattan at krattan@seccog.org.

Center for Land Use Education and Research (CLEAR) to Host Land Use Commissioner Training with SCCOG:
